Loyiso Masuku elected unopposed as Joburg’s first deputy mayor

Johannesburg has a new second-in-command, ANC regional chairperson and Finance MMC, Loyiso Masuku, has been elected unopposed as the City of Johannesburg’s first-ever deputy mayor.

The vote took place on Thursday during council proceedings in Johannesburg, where the metro is convening.

The newly created post is designed to ensure executive continuity in South Africa’s economic powerhouse.

Masuku’s previous role as Member of the Mayoral Committee for Finance has been dissolved and absorbed into the new office, consolidating fiscal and executive authority.

Her election comes as Mayor Dada Morero is facing a motion of no confidence, with a vote expected later on Thursday.

Morero previously survived a similar challenge after the ANC pushed for a secret ballot under Rule 18 of the council’s Standing Rules and Orders.

That move shielded councillors from party pressure and secured his position.

Yet council rules do not explicitly provide for secret ballots in removal proceedings, nor do they clearly empower the speaker to authorise one — a legal grey area now back in sharp focus.

Proceedings are still under way.
